Network Health Appoints Vice President of Finance and Chief Financial Officer
(Medford, Mass.) — Network Health, a Massachusetts health plan that provides high-quality health care coverage to nearly 170,000 Massachusetts residents with low and moderate incomes, announced today that it has appointed Jeffrey Hulburt as its vice president of finance and Chief Financial Officer. Hulburt will oversee Network Health’s financial and accounting administration, including premium rate setting, recoveries and expenses, and payment protocol; lead budget development and oversight; enhance purchasing strategies and expense management; and ensure compliance with state and federal regulatory agencies’ financial requirements.
“Jeff is a great addition to the Network Health team,” said Christina Severin, Network Health president. “His expertise in risk-based analysis will be extremely valuable as Network Health develops and executes transformational contracting models to create efficiencies and improve quality and member health outcomes.”
Hulburt joins Network Health after eight years at Harvard Pilgrim Health Care (HPHC), where he most recently served as vice president of financial planning and analysis. In this capacity, Hulburt oversaw HPHC’s annual operating budget, finance IT strategy, and analytics team; created business strategies that resulted in a top National Committee for Quality Assurance (NCQA) health plan ranking for five consecutive years; and developed risk-based and pay-for-performance contracting strategies.
Prior to joining HPHC, Hulburt served as a manager in PricewaterhouseCoopers’ health care consulting practice, where he specialized in decision support and information system consulting. Hulburt has also worked for Southcoast Health System and Children’s Hospital Boston. He is currently an adjunct professor at Tufts Medical School.
Hulburt earned a Bachelor of Science in Cardiopulmonary Science from Boston University, and a Master of Business Administration with a concentration in Healthcare Finance from the University of Massachusetts Boston.
