Christopher "Kit" Gorton, MD
Kit Gorton oversees the strategic direction and business operations for all aspects of Tufts Health Public Plans.
Prior to joining Tufts Health Plan, Kit was CEO for Amerigroup Virginia, an organization that provides Medicaid services to nearly 57,000 members from low-income families or with disabilities. While at Amerigroup Virginia, he led three geographic expansions that more than doubled the plan’s size and footprint and increased its membership by 40 percent.
Kit’s previous experience also includes HP Enterprise Services of Palo Alto, Calif., where he was vice president of medical management and worldwide health care services, and APS Healthcare, Inc. of Silver Spring, Md., where he was president of its commercial programs and chief medical officer.
Kit began his career as a practicing pediatrician in federally qualified health centers in Harrisburg, Penn., and St. Louis, Mo. His experience includes tenure as the chief medical officer for the Pennsylvania Department of Public Welfare, where he directed its Medicaid-managed care programs and led its utilization management, policies, and procedures, and NCQA accreditation functions.
Kit received his Bachelor of Arts from Dartmouth College, his medical degree from Columbia University, and his Master of Science in health administration from College of St. Francis in Illinois.
Barrie Baker, MD
Chief Medical Officer
Barrie Baker oversees all of Tufts Health Public Plans' clinical activities, including the development and implementation of comprehensive medical programs and policies. She is also responsible for ensuring the delivery of high-quality member supports and enhancing relationships with providers, facilities, and regulatory agencies. Additionally, Barrie acts as a key business partner in network development, product design, strategic planning, and sales support.
Prior to joining Tufts Health Plan, Barrie served as the chief medical officer for Aetna Better Health and Aetna Better Health Kids in Philadelphia. She has also served as the medical director for Coventry’s Medicaid programs in Pennsylvania and Maryland, and as senior medical director for Keystone Mercy Health Plan. Before joining the health insurance industry, Barrie spent seven years as a family physician in underserved areas. She is board-certified in family practice.
Barrie earned her medical degree from the Medical College of Pennsylvania, a Master of Business Administration from Eastern University, and a Bachelor of Arts from Temple University.
Vice President, Operations
Michelle Bernard oversees customer service operations, call center management, claims processing, payment audits, appeals and grievances, business configuration, provider and member database services, and building and office management for Tufts Health Public Plans.
Previously, Michelle served as Tufts Health Plan senior director of operations and director of claims. Prior to joining Tufts Health Plan, Michelle served as director of claims at Neighborhood Health Plan, claims manager at Blue Cross Blue Shield of Massachusetts, and claims supervisor at Bay State Health Care.
Michelle earned a Bachelor of Science in business management from Southeastern Massachusetts University (UMass Dartmouth).
Vice President, Sales, Marketing, Products
Executive Director, Unify
Kathleen Connolly oversees product management, marketing, sales, community relations, and business development for Tufts Health Public Plans. These functions include customer experience, health promotion, member and provider communications, community engagement, membership growth, reporting, product and contract strategy, and management for state agencies.
Previously, Kathleen served as a program director leading initiatives within health care services, compliance, and products. Prior to joining Tufts Health Plan, Kathleen served as president of IntelliClaim and Connolly and Associates; senior vice president of Bell Canada Enterprises — Marketing and Business Development; and vice president of product, operations, information services, and customer service at many leading health plans and consulting companies, including McKesson, EDS, Computer Science Corporation, and Digital Equipment Corporation.
Kathleen earned a Master of Business Administration and a Bachelor of Science in business administration from Suffolk University, and a PMP Certification from the Project Management Institute.
Vice President, Care Management
Helene Forte is responsible for leading clinical services and programs and overseeing integrated care and behavioral health management for all Tufts Health Public Plans product lines.
Prior to joining Tufts Health Plan, Helene held positions in clinical program support and engagement strategy, care advocacy, and medical management for Aetna, a national health plan. Forte has also served as vice president of medical operations at APS Healthcare, Inc., a health management organization servicing commercial, Medicaid, and state employee members. Earlier, Forte served as manager of health programs and manager of case management for Tufts Health Plan. She began her career as a staff nurse, and has taught classes in nursing at Mount Wachusett Community College and Montachusett Vocational School.
Helene earned a Master of Science in nursing from Boston University and a Bachelor of Science with a concentration in nursing from the University of Massachusetts Amherst.
Vice President, Finance, Network, and Business Performance
David Webster oversees all business and financial performance management activities for Tufts Health Public Plans, including business financial controls, planning, budgeting, and analysis.
Prior to joining Tufts Health Plan, Dave served as senior director of network development for Boston Medical Center. Previously, Dave held several positions at Tufts Health Plan over 12 years, including director of provider contracting for senior products and Allied Health Services, director of network contracting and performance management, and director of health care finance.
Dave earned a Bachelor of Science in accounting from Southeastern Massachusetts University (now the University of Massachusetts Dartmouth).
